Wheatlands Administrative Services, Inc. (Wheatlands), a terminated Medicare contractor, reported expenditures that substantially complied with the Federal Acquisition Regulation and the Medicare contracts insofar as the costs of program administration were concerned. However, of the $101.7 million in reviewed costs that Wheatlands claimed for Federal reimbursement in its Medicare Part A and Part B Final Administrative Cost Proposals (FACP) for fiscal years 2005 through 2008, $416,000 was not allowable or allocable to the Medicare program.
